This submissions track involves a two-stage review process where\u00a0<i>prospective<\/i>\u00a0research projects are reviewed and accepted\u00a0<i>before\u00a0<\/i>the results are known. Throughout the publishing process, we refer to these articles as \u201cRegistered Reports\u201d, in line with the terminology adopted by other academic journals and the existing Elsevier publishing infrastructure.<\/p>\n<p>At Stage 1, authors submit a\u00a0<a href=\"http:\/\/jde-preresultsreview.org\/pdf\/Stage%201%20Submission%20Template.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Proposal<\/a>, which typically contains a literature review, research question(s), hypotheses, and detailed methodological framework. Following Stage 1 peer review, high quality studies are\u00a0<b>accepted based on pre-results review,\u00a0<\/b>which constitutes a commitment by the JDE to later publish the full paper regardless of the nature of its results. After Stage 1, authors collect and analyze data, and then submit a full paper (including results and discussion sections) for Stage 2 review. This paper is published as long as the data collection and analysis maintain standards of quality and the study was implemented in alignment with the research design accepted at Stage 1.<\/p>\n<p>Learn more in the\u00a0<a href=\"https:\/\/afosterri.org\/jdepreresults\/author-guidelines\/\" target=\"_blank\" rel=\"noopener noreferrer\">JDE Author Guidelines for Pre-Results Review<\/a>.<\/p>\n\t\t\t\n\n\t\t  <\/div>\n\t\t<\/div>\n\t  <\/div>\n\n\t\t<div class=\"faq-accordion-inner\">\n\t<a class=\"faq-admin-link\" title=\"Link to this question\" href=\"#how-should-a-stage-1-referee-report-for-a-pre-results-review-submission-differ-from-a-standard-referee-report\">\n\n\t\t<span class=\"dashicons dashicons-admin-links\"><\/span>\n\n\t<\/a>\n\t\t\n\t\n\t  <button id=\"how-should-a-stage-1-referee-report-for-a-pre-results-review-submission-differ-from-a-standard-referee-report\" class=\"accordion  accordion-plus-minus collapsible\">\n\n\t\t\n\t\t\t  <span class=\"num-counter\"> \n\n\t\t\t\t2. \n\n\t\t\t  <\/span>\n\n\t\tHow should a Stage 1 referee report for a Pre-Results Review submission differ from a standard referee report?<span class=\"faq-show-hide-icon dashicons dashicons-plus\"><\/span>\n\t<\/button>\n\n\t\t<div class=\"panel\">\n\t\t<div class=\"faq-ans-section\" >\n\n\t\t<p>Assessment of Stage 1 Proposals should be based on the following criteria:<\/p>\n<ol>\n<li>The importance of the research question(s), in terms of its contribution or value added to the development economics literature;<\/li>\n<li>The logic, rationale, and plausibility of the proposed hypotheses;<\/li>\n<li>The soundness and feasibility of the methodology and statistical analysis plan (including statistical power analysis, where appropriate);<\/li>\n<li>Whether the clarity and degree of methodological detail are sufficient to replicate the proposed experimental procedures and statistical analysis plan in line with the\u00a0<a href=\"http:\/\/www.elsevier.com\/__data\/promis_misc\/devec%20130805_ReplicationPolicy.docx\" target=\"_blank\" rel=\"noopener noreferrer\">JDE Mandatory Replication Policy<\/a>;<\/li>\n<li>Whether the authors have pre-specified sufficient tests for ensuring that the results obtained can test the stated hypotheses, including data quality checks for data accuracy, consistency, bias, and completeness.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>Proposals need to satisfy\u00a0<i>all of the criteria<\/i>\u00a0above. Note that Stage 1 Proposals should be evaluated based on the ability of the research design to effectively test the proposed hypotheses, and arguments that the study may end up with a null result will\u00a0<b>not<\/b>\u00a0be taken into consideration.<\/p>\n<p>Based on the referee recommendations, Stage 1 Proposals will be 1) rejected; 2) returned to authors for the opportunity to revise and resubmit; or 3) accepted based on pre-results review. If for example, an author has a sample and baseline data and\/or the analysis is pre-registered, it may be problematic or quite costly for the author to construct a new randomization strategy, or to significantly deviate from his\/her proposed analysis. Recommendations should be in the direction of ensuring that the proposed study meets the quality standards of the JDE, however may be disregarded if the proposed study already is of satisfactory quality. The Editorial Board will decide which changes are essential for the study to be accepted based on pre-results review, and which ones are discretionary for the author(s).<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n\t\t\t\n\n\t\t  <\/div>\n\t\t<\/div>\n\t  <\/div>\n\n\t\t<div class=\"faq-accordion-inner\">\n\t<a class=\"faq-admin-link\" title=\"Link to this question\" href=\"#the-proposal-is-methodologically-sound-but-is-of-limited-relevance-to-development-economics-can-i-recommend-that-it-is-rejected\">\n\n\t\t<span class=\"dashicons dashicons-admin-links\"><\/span>\n\n\t<\/a>\n\t\t\n\t\n\t  <button id=\"the-proposal-is-methodologically-sound-but-is-of-limited-relevance-to-development-economics-can-i-recommend-that-it-is-rejected\" class=\"accordion  accordion-plus-minus collapsible\">\n\n\t\t\n\t\t\t  <span class=\"num-counter\"> \n\n\t\t\t\t4. \n\n\t\t\t  <\/span>\n\n\t\tThe Proposal is methodologically sound, but is of limited relevance to development economics. Successful Proposals should be positively evaluated based on all of the Stage 1 criteria. This involves an evaluation of whether the study implementation maintained high standard of quality, particularly whether the attrition rate was high in the given context, or there was a high differential attrition between treatment and control groups;<\/li>\n<li>Whether the collected data is of sufficient quality to test the pre-specified hypotheses. In particular, whether the pre-specified data quality checks were satisfied and descriptive statistics provide convincing evidence that the data could credibly measure the impact of the intervention;<\/li>\n<li>In cases of deviations from the pre-specified research design, whether the author(s) provided a convincing theoretical and\/or methodological justification;<\/li>\n<li>Whether any exploratory analyses added by the authors are justified, methodologically sound, and informative. Exploratory analyses must be clearly noted, and the results of all hypotheses specified in the Stage 1 submission must be reported.<\/li>\n<li>Whether the author's\u2019 interpretation of the research findings are consistent with the data and the overall evidence.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Referee reports should provide an evaluation of the submission strictly based on the Stage 2 criteria above.\u00a0<b>Editorial decisions will not be based on the statistical significance, perceived importance, novelty or conclusiveness of the results of the study<\/b>. This is a key feature of pre-results review. However, in the case of a deviation from the pre-specified design, the Editors will strive to err in favor of the authors, as long as the deviation(s) are reported transparently and justified based on methodological and\/or theoretical considerations. Referees will evaluate whether the deviations compromise the integrity of the pre-specified research design and the credibility of the findings, and ultimately whether they find the author\u2019s justification acceptable.<\/p>\n<p>Please reference the \u201cDeviations from the Pre-specified Research Design\u201d section in the\u00a0<a href=\"https:\/\/www.google.com\/url?q=http:\/\/Author-Guidelines.html&amp;source=gmail-html&amp;ust=1683891835861000&amp;usg=AOvVaw3hV11obGDx4LlyxXJp-6W7\" target=\"_blank\" rel=\"noopener noreferrer\">JDE Author Guidelines for Pre-Results Review<\/a>\u00a0for a non-exhaustive list of deviations that may render a study ineligible to be published as part of this process.
